Toronto’s Green Roofs

Planting grasses, plants, or even trees on rooftops is a great aesthetic element. It helps to soften the skyline and bring more life and appeal to the city’s scope while also helping to improve air quality by capturing and recycling airborne carbon monoxide. The fact that green roofs also happen to insulate buildings, cooling them in summer and warming them in winter, while also reducing precipitation run-off is merely a bonus.

For those who follow the trend of green roofs and their progress, Toronto is likely not a city that would come to mind as a leader in the movement. Justifiably so; Toronto did not even rank on the latest Green Roofs for Healthy Cities’ (GRHC) Top Ten Cities list of Green Roofs within North America.

Chicago, IL continued to lead the continent for the sixth straight year with more than 500,000 sq ft of installed green roof space. Washington, DC was a distant second with 190,000 sq ft. The only two Canadian cities to make the list were Montréal and Québec City, both in Québec, each with approximately 5,000 sq ft.

However, Toronto’s position may soon change thanks to pioneering legislation introduced in 2009. New building permit applications made after January 31, 2010 must comply with a bylaw which outlines requirements for the creation of green roofs on all new development construction.

According to the City of Toronto Green Roofs website, “the bylaw requires green roofs on new commercial, institutional and residential (greater than six stories and or 20m in height) development with a minimum Gross Floor Area of 2,000m2 as of January 31, 2010. Starting January 31, 2011, the Bylaw will require green roofs on new industrial development.”

The green roof coverage ranges from 20-60% of available roof space. Variances and/or Exemptions are feasible, but require approval by City council. Approved applications are subject to cash-in-lieu payments of $200 / m2. (Note: 1m2 is equivalent to 10.8ft2. Full details and coverage ranges are outlined on the Green Roofs site.)

The city is offering financial incentives to help offset the cost of installations.
