Drafty Windows

We recently purchased a home. With the colder weather we noticed a draft (from somewhere) and colder in some rooms.

Further investigation lead us to the windows. The draft is definitely coming from all the windows, mainly around the frame, and more so from the windows that have two pieces. (the window and then a second piece for the frame).

There are gaps between the two pieces and quite a noticeable draft.

Could you please give us some idea and what to inspect further as to what the problem could be.
