cleaning adhesive off floor

My bathroom flooded and had carpet on the floor .I took up the carpet and scraped up the old tile. Now there is a old black adhesive on the cemet floor how doI clean this or can I just procede to put down a new floor

  Were the old tiles vinyl?
  We had these in our laundry room prior to our renovation by Bryan Baeumler and the Disaster DIY team. Bryan prepared our concrete floor by using an electric grinder to "scarify" or rough up the old black adhesive, so that mortar will bond well with new ceramic tiles.
